Every day, nearly 100,000 mobile numbers in the U.S. are reassigned. While FCC guidelines suggest a 90-day waiting period, numbers in high-demand areas, such as, say, New York City, may be reassigned even sooner.
This creates a significant compliance risk under the TCPA (Telephone Consumer Protection Act) for businesses making outbound calls.
With Rex Validate, we now offer real-time reassigned number checks to help businesses mitigate this risk.
Why Reassigned Numbers Matter for Compliance
Imagine this:
A consumer opts in and provides their phone number for a service.
Two weeks later, they deactivate that number.
Within 30–60 days, it gets reassigned to someone else.
The business calls, assuming they have valid consent—except the number now belongs to a different person, who never agreed to be contacted.
If that new owner files a TCPA lawsuit, it could cost far more than simply validating the number upfront.

Who Should Use This?
Businesses calling aged leads: If you’re working with phone numbers older than 30 days, it is recommended that you scrub against the reassigned database before dialing.
Companies dialing real-time leads: While less common, fraudulent actors may intentionally submit reassigned numbers to bait businesses into TCPA violations. Checking even fresh leads can add a layer of protection.
